ZONING COMMISSION MEETING NOVEMBER 4, 2020
The Zoning Commission will hear CKB Development’s petition to rezone approximately 47.43 acres off Carroll Road on November 4, 2020 at 6:00 PM in the Council Chambers on Koop Drive. The developers are petitioning to rezone the property from the existing A-3 to A-4 with a PUD overlay. The requested extremely high density development will negatively impact existing residents, destroy wildlife habitat, and increase drainage and pollutants into Bayou Liberty and ultimately Lake Pontchartrain.
This is the same petition with fewer proposed homesites which the Zoning Commission denied several months ago. Although the developers are indicating fewer proposed homesites, they remain requesting extremely dense zoning classifications of A-4 with PUD overlay. This zoning would effectively allow up to five homesites per acre.
The revised petition does not address previous concerns, including:-
Drainage across adjacent private property and ultimately into Bayou Liberty then the lake remains unchecked.
The subdivision proposes slab houses, which destroy the natural land’s capacity for absorption of water-runoff.
Traffic problems onto Carroll Road remain unresolved.
The sewerage treatment plant lies on the southern property line, adjacent to the Viosca Property and their tree-farm
This 47.43-Acre Parcel is currently zoned A-3, which makes sense for the area. A change to A-4 with a PUD overlay remains so in perpetuity. Thereafter all future development allows for extremely dense housing - potentially ushering in 5-6 homesites per acre.
If rezoned, nothing prevents CKB or any subsequent owner from developing the western portion of the property, thereby eliminating depicted stormwater runoff ponds. Neither deed restrictions nor assurances assuage these concerns.
No entity is assigned permanent responsibility for maintaining and servicing the storm water basin system.
Presumably the parish will have to assume sewerage treatment monitoring and maintenance responsibilities. Considering the current budgetary constraints can the parish handle this going forward?
Potential wetlands destruction and damaging fill.
